It incorporates institutionalism as a framework for mapping the main players which are determining the particular organizational field of national Internet Governance and the role played by ccTLDs. The analysis shows that the Internet organizational field is highly politically dependent from a domestic/local perspective and that the institutions which are involved in Internet Governance, including ccTLDs are pursuing active policies in trying to configure a field that is not yet institutionalized. These findings are intended to reflect upon the dimension of national / local Internet Governance approaches, a field that is not yet consolidated in the literature."

This work examines the evolution of Latin American Civil Society Organizations' (CSOs) resistance practices in the context of datafication and how these relate with the overall notions of symbolic domination denounced by the Latin American School of Communication. Although CSOs in Latin America are still exploring the problems surrounding datafication, signs of vitality are already showing in broader debates around human rights, community development, and media policies. The study identifies the main themes underlying datafication work by Latin American CSOs and assesses how they shape resistance practices and CSOs' perceptions of asymmetrical power relations. While some patterns can fall into existing conceptualisations surrounding resistance practices and data activism, this paper identifies new conceptual and empirical approaches to face the challenges posed by a datafied society.

Until recently, internet governance was a relatively obscure topic in most technology policy agendas in Latin America. But in mid-2013, revelations about widespread surveillance of internet communications dramatically transformed conversations about the issue. The work addresses the institutional consolidation of emerging experiences in national contexts to address internet governance and policy as well as their effectiveness in shaping regional and global processes. This paper takes a comparative approach, by looking at several national cases; the experience of Argentine Commission for Internet Policy (CAPI) created in 2014; Costa Rica with the Internet Consulting Committee (in 2012) and Mexico with the Initiative Group (2012). These cases were examined against the backdrop of the well documented Brazilian experience and its Internet Steering Committee (CGI)( 2005). The research analysed the national internet governance mechanisms in the early stages of the institutionalization process, looking at the main developments that have shaped actors' strategies as well as the evolution of internet regulations in these countries. The three cases differ in both the degree of formality, working mechanisms and stakeholder representation in these new bodies. In each national context, it is clear that governments are now working to formalize policymaking arrangements, as the original informal coordination mechanisms that gave rise to the internet in these countries are no longer sufficient. The bridges between the international and the domestic field will tend to rely on more formally institutionalized spaces as states become more involved with the issue.

This book provides a nuanced exploration of contemporary digital data governance, highlighting the importance of cooperation across sectors and disciplines in order to adapt to a rapidly evolving technological landscape. Most of the theory around global digital data governance remains scattered and focused on specific actors, norms, processes, or disciplinary approaches. This book argues for a polycentric approach, allowing readers to consider the issue across multiple disciplines and scales.


Polycentrism, this book argues, provides a set of lenses that tie together the variety of actors, issues, and processes intertwined in digital data governance at subnational, national, regional, and global levels. Firstly, this approach uncovers the complex array of power centers and connections in digital data governance. Secondly, polycentric perspectives bridge disciplinary divides, challenging assumptions and drawing together a growing range of insights about the complexities of digital data governance. Bringing together a wide range of case studies, this book draws out key insights and policy recommendations for how digital data governance occurs and how it might occur differently.
